Depending on the styler you use for your curls it’s possible that they always look like they’re still wet, even if they’re completely dry.
If you’re using a gel as styler your curls will usually look like they’re still wet, although you’ve finished (blow)-drying them. The answer on how to get your curls to look dry is scrunching out the crunch (SOTC).

I’ve got one more tip for those of you who like their curls to be more voluminous, but I only suggest it if you’re ok with your curls getting a bit frizzy. I personally like to shake my curls every time I’ve scrunched out the crunch, because I like them getting a bit more voluminous and I don’t mind them getting a little bit frizzy. If you shake them carefully frizz won’t be a big problem! The shaking will also help getting rid of any curls close to the scalp still sticking together and by this looking wet – it’s difficult to get them to separate by only scrunching.
That’s already it! The following picture shows my results after scrunching out the crunch and shaking up my curls. Every time I wash my curls I use both of these techniques to finish my styling.
